they have no use

strobes if they are properly timed you can use them to check machinery speeds (i doubt average joe bothers with that function)

they look super tacticool though

its darn effective against potentialy agressive persons

but indeed for average joe there is no use for those non-controlled strobes other than getting someone attention

(what usualy is just archieved with waving the light)
