Pragmatism =/= 'the ends justify the means'. Pragmatism = 'this is the truth we have to deal with in the moment'. If you're attempting to show him as a pragmatist you have several hurdles to jump in order to make him into a mass murderer. Pragmatism lead to the revolution of the USA and other countries that were violent but the outcomes were not bad, nor were the means. In fact they were often the side that had war crimes done unto them.
