In the 2010 disney sit com 'good luck charlie' both the parent have blonde hair. Blonde hair is a recessive trait, meaning you have to have 2 alleles for it to show up. Meaning both the parents ONLY have the gene for blonde hair. Now it makes sense, all the kids in the family have blonde hair *except Gabe*. *Gabe* has black hair. This means that his mother was, at least at one point, cheating on his "father".
IN FACT, **TOBY** a character that's introduced later in the series, as another kid, has brown hair! SO THIS BITCH CHEATED ON HIS TWICE *AT LEAST*

Even if you say "she dyes her hair" because yes, the actress has brown hair (I always assumed the character was naturally blonde though) then you could say she has one brown allele and one blonde allele. Her husband however (acotr and character) is 100% naturally blonde.
So best case scenerio be have a b,b(blonde) and a Br,b(brown),however there's 0 genes for black hair in there, so it's still impossible for the two of them to have a child with black hair.
