I mean like, trees are already being chopped down at a higher rate than they grow right? It seems like we just use too much in general and replacing *what* we use wont fix that.

Chopping trees isn't even the main issue here, it's that carbon footprint of paper equivalents of usual plastic stuff is often actually higher
"Plastic bad, paper good" isn't always true, but neither is "paper bad, plastic good"
And no matter which way is less harmful to the environment, we still have to drastically reduce consumption

@Naga Sake You can use bamboo in place of trees for hard material and you can make paper out of any sort of plant material or pulp

Also it's not about what's "more" sustainable in this case, it's that plastic isn't an option at all, it doesn't degrade and just shreds into tiny pieces and releases chemicals into the environment that leech into other organic tissues like. animal and human bodies. It's not about what's going to produce less waste in this regard, it's about producing waste that won't kill us and everything else on the planet, since its been dmonstrated multiple times plastics travel up the food chain and have the potential to kill stuff lower in the food chain which would destroy a lot of valuable sources of food for us.
