A series of images playing at at 30 hertz aka fps will blur together and create what your brain sees as motion. Anything lower than that will look like a slide show and you will very clearly see the difference

The difference in 30 to 60 fps/Hertz is not as easy for some people to see. But it can be very noticable and cause a lot of discomfort

Its a pretty well known thing, it's why thr battery life is higher than most holo sights

So like the light that is being projected on to the glass to illuminate it. It's not constantly on and it's not constantly the same brightness. It's being projected at a rate you cant really see. Fiber optic sights like trijicons don't so that. But a lot of red dots like eotechs do

I've only heard people get super anal about it with nods, thermals, and vr headsets because it give a you a headache and makes you want to throw up when it's too slow
