no it isn’t
alot of what a state is, is just semantics
There is lower phase communism, aka Socialism. Transitional phase. Full communism is stateless. Although of course law is enforced by community.

Marx states clearly. Lower phase communism is the phase with a socialist state. Full communism implies the withering away of the state

i personal don't think there should be definite rules. obvious things like murder would be dealt with immediately but most people in our modern world are in prison for victimless crimes
