If they remove the nukes, the US will never invade or attack unless they are attacked first
Along with the lifting of sanctions
Both of which would guarantee the regimes survival which is what they use as an excuse for the nukes to begin with
I mean if the USA could take troops off of their border and stop conducting military drills right next to them then maybe they'd stop feeling threatened

But if they get the same promise from the US that it gave to Cuba during the Cuban Missile Crisis, that the US will not invade or attempt a regime change unless it is responding defensively to direct hostile action, then what would cause them to feel insecure? Having the program they have now only antagonizes China which is their closest ally.
