Some ethnic groups should not rule on their own, they are what Lev Gumilev called micro ethnicities similar to the cells living on our body. In order to function and thrive they need to latch onto a host(macro ethnicity) like the Russians. Micro ethnicities are for ex. Chechens, Ossetians, etc
