You must keep in mind, that nature does not allow for such activites, and you are likely to end up dead if you refuse to work for your own share, and to earn your own keep, we also should follow this model of nature, of course we would not outright kill people, but if a person refuses to work, we must behave like a pack, and cut that person off from their share, until they are capable of earning it once again.

Inprisonment should not be on the table, all you are doing is giving a person shelter, food, and everything they need to survive and more, infact for most people, it is a better place than what they are used to, if they are stuck in prison.
