Their core voter base are social democrats and after Schröder they started adopting some policies that don't fit that picture. They lost power, clung to the CDU for coalitions but couldn't really enforce any of their core policies, so they lost even more votes. If they went into the opposition and tried pushing their SocDem positions from there I'm fairly sure they would have recovered.

The poll results during the Schulz era also support this notion. He realized that his party would thrive if they pushed socdem policies, but only provided lip service and nothing else.
