ISIS exist in afghanistan, but only in a very small pocket.
All I know is that continuous fighting means that US and Russian forces are either trying to compete which would be WW3, or they're getting sloppy which creates terrorism.

The US coulden't stop terrorism in afghanistan, and they sure as hell could not stop it iraq or syria.
Russia coulden't stop it in afghanistan either.
If they know that a certain nations, such as Turkey, is hosting terrorists...then not stepping-in and ending them would be gross negligence.
