I think besides low income tax credits and universal healthcare, you will find plenty of examples where the government has helped the poor, even if it has sometimes helped some rich people.
Again, not solely or directly.
Decisions can be made to help all groups in society, and thats what progress entails

How can we make any form of progress if the solution to wealth inequality and rule by the wealthy are determined by the people who are the problem?

We became corrupted and then somehow magically switched to democracy...which is actually corporate fascism in disguise.
Its not a permanent solution, eventually the system needs to change
But lets not pretend it doesnt result in some measure of progress
The system will only change if there is one swift and absolute alteration.

We've tried it your way, it's failed methodically and intentionally.
