there was an estimate on how much it would cost, but a billion a year is a bit of a big ask
so it could be 20 meters at the deepest point, 500 at the widest, and then 50 seomwhere

assuming a max depth of 20 meters for this lake
it'd have a surface area 24960
this is going off the 500,000 cubic meters of water fill
each boat might use 6 meters surface area (beam of 1.5 meters, length 4 meters)
20 people could crouch on it
if it has a toilet, maybe the length needs to be like 6 meters tho... or i guess people could just scoop their poop and pee out with their hands... it's a survival situation so who cares
i dunno how long brush fires last for
so there's no way that you could fit 10,000 boats in the lake... maybe 1000 or 2000 (if they're all touching close together... they don't want to paddle near the shoreline)
4000 is the maximum, if they are lining the shoreline and bumping each other
so 1000 boats - 20,000 people could be saved
