they could build a place that would pump water out of the ocean

and then ship it by train

which is about 100 x 100 x 50 meters
there was an estimate on how much it would cost, but a billion a year is a bit of a big ask
so it could be 20 meters at the deepest point, 500 at the widest, and then 50 seomwhere
