Thats their point Steve, they don't chose it and they know its wrong and want to get help but because its viewed in the limited scope of "crime" it makes it harder for them to seek treatement.

Similar to that of Narcotics. Narcotic addiction is treated in the US as more of a crime than a health issue so people are not that willing to seek help because of the stigma.

I think what a person puts in their body is their choice. No victim no crime. Unless ur driving and risking killing someone, beating your spouse, or neglecting your kids fuck it bro. It’s ur body. Take that poison.
