A plan to bomb Pakistan Nuclear Facilities in Kahuta was authorized by the Israeli High Command with Indian approval and support.[8][9] Pakistan's intelligence agency, the ISI discovered the plan and prepared retaliatory measures. Pakistani F-16s did not have the fuel capacity to carry out bombing missions in Israel and return. The Pakistani 14th Squadron was assembled and pilots were asked if they would volunteer for a suicide mission, all pilots stepped forward and accepted the mission.[10] Israel canceled the bombing operation after learning of the possible Pakistani counter-strike and Indian fears of another Indo-Pak conflict.
