Landed peasants who have money, power, and clan respect keep the poor peasants out of the organizations that the gov. designs to relieve rural povery, and gets pissed of as a consequence. Then, the gov. forms collectives that favor the poor peasants' perspetive and class interest as counter measure, which the well-to-do land oweners strike back against. The poor peasants and urban commies win, the well-to-do peasants died or were reformed.
