Arguably, yes, but that's one the double edge of the sword of the loose wording of certain parts of the Constitution. This is why legal organizations like FPC are so important; these laws can be challenged in a court of law pursuant US law

That's also why it's important for people to remember that we don't live in a Constitutional Republic; we live in a Federal Republic. This means that like a CR, we have a Constitution, but it allows for a federal government to make laws that are not necessarily pursuant to the legal framework of the Constitution. So, in a really basic and arguably questionable example, if we simply had a CR, there could be limitations on the ability for the fedgov to do things like create a department of agriculture or something that is actually necessary.
