This means that like a CR, we have a Constitution, but it allows for a federal government to make laws that are not necessarily pursuant to the legal framework of the Constitution. So, in a really basic and arguably questionable example, if we simply had a CR, there could be limitations on the ability for the fedgov to do things like create a department of agriculture or something that is actually necessary.
