They did, yes, but in every case that's on record, those groups were involved in committing some sort of crime.

One in Montana was given scrutiny for circulating phony checks because it didn't recognize the legitimacy of the Federal Reserve, obviously the Branch Davidians were stockpiling illegal weapons, Ruby Ridge was a clusterfuck, but all of them had some sort of legal reason as to why they were being fucked with by the feds

So to summarize, if your state government does not have laws prohibiting the formation of a militia, then it is legal to do so, but in most states, there are laws concerning the overall activity of the group; legally, militias cannot parade in public, etc
