water could be trucked in and stored in tanks in your home like fuel oil, I bet people would be much better about saveing water then when it isn't just something they are hooked up to but something they have to buy by the gallon and have shipped in.
assueming you can't just drill a water well.

electricity can be made on site rather easy, and you have your pick of fuels and storage options, that's up to you and your needs.

Phone and internet are nice but not %100 needed, now with cell phones and satlite you have plenty of options for that as well.

Sewer is done the way anyone who doesn't live in a city does it, you just have a tank that stores the crap and you call a pump truck when it gets full.
