I'd pick individuals who looked nice and were obligated to dress nice too in order to bring in more people. California's thing is that they've demanded other states provide for the homeless and create more programs for them. Saying that they themselves already do alot for the homeless through their social programs but its "becoming too much" as they continue to slash their own costs. But say "Shame on you" for not increasing your own state's funding for social welfare programs.
