I think the best system is having a set number of people enter the country and they join a government workforce along with the homeless, unemployed, etc

They work on creating roads, planting trees, create parts for military weapons, etc and intern they are given hospitality, money, healthcare, citizenship, education, etc
They stay in shipping containers which can facilitate a family of four. Families can pay for plugs, televisions, chairs and other convinces if they work and then pay for them.

After they pass a general knowledge test(s), know how to speak English to an acceptable standard, have at least one skill that they can take into society like plumbing, etc and at least 3 years in the workforce they will be given the option to leave the workforce and make it on their own

It sets them up for life in a new country, it gives them a safe environment to integrate into, it teaches them useful skills which they can take into society like electricians, plumbers, etc

Not to mention it can be used to provide people who are homeless, unemployed, etc an outlet to get them back on their feet

But I don't want them to integrate. I want my people, the conquerors to rule over the conquered. But having hobos+unemployed do work is fine

I'm scrapping the imperialism part this is just normal immigration of people who want to enter (in my case) the UK

But education should be available to anybody above the age of 21 because we're living in a world where people will lose jobs because robots can do it better and they'll need to have an outlet to find a new job and that is the solution

I agree we should cut down on benefits to encourage people to work. We should also focus on having the Brits become nurses, doctors, etc because right now a worrying amount of our NHS has roots in foreign nations

The NHS should be made free of foreigners by "getting rid of" the foreigners.

Cutting down on benefits isn't necessary. Just give benefits only to people searching for jobs, and whip people who abuse the system.
