Also you could “hack” all of the nukes, but not all nukes are ready to be delivered

Such as half of China’s nukes are deliverable only by plane, so it wouldn’t matter if you “hacked” those

The only ones you would need would be the ones ready to launch in missile silos, even then several countries have ABMs and can easily knock down the ones you fire

So you would need to hack into the missiles instead of the actual nukes in order to effectively strike some places
