i'd vision more of a loose alliance system and less of a union, competition between former allies in who could be more liberal and influencing since it was rampant in the early 1900s, an alliance between Germany and France will easily set this in motion, it could evolve to a union but that will be in peace time after the foreseeable war.

A slavic union is a great idea
