It was specifically a meritocratic variant of an aristocracy.

I believe, when I read his book, he made an allegory of class division based on metals.

Gold, silver, and bronze.

Gold would be ruling class and administrators. Silver would be auxiliaries to the “gold” and soldiers to the Republic. Bronze were the working class that specialized in the raw materials crafting that supplied the Republic.

Though he made it clear that this was not hereditary.

Gold parents can have silver children.
