The thin rings would detract from the monumentality of the building, I don't see the reason why the rings should be thinner.

Also interesting how you mention the "self hatred" angle, because the main idea of the design was the "transparency" of the Parliament and democracy, that visitors can view at any time from above. A very common fad in modern architecture.

Not to say that the overuse of glass is exactly welcome, I prefer something a bit more eco-friendly. But Norman Foster did a surprisingly decent job with this one.
