I have tried programs that let you reclaim access to files and folders and that works some of the time. But usually the only solution is to enter safe mode and manually delete the locked out folders and files.

Never had this issue in Windows 7. If a file failed to register as deleted and you seemed to be locked out, it'd always clear up on a restart, and even then it was exceptionally rare.

Now in Windows 10, it's far more likely and it usually does not go away with a restart.

Can't really buy an R9 360. It's an OEM card. Not for sale.
Skyrim was bugging out on me and was crashing on loading saves so I decided to do a clean install.
And.... as you'd expect a lot of files and folders in the Skyrim SE directory were glitched like I described.
well, that's just Skyrim. Plus Skyrim SE is just as poorly coded of a mess as the OG.
Well that only explains the crashing.
Not the files and folders being locked out.

I know it was just one mod causing the problem. One out of several dozen.
But I couldn't figure out which one it was.
Your best bet is most likely just buying a Windows 7 key and going back.
Easier to just wipe it and start over.

Hmm. Maybe just try and move all your important files to your storage drive and just wipe the boot drive
