I don't see that in our primary schools here. I think because they're treated so poorly by the state. It repels people who love power and authority. It is however, common with professors here. Professors in my state are paid obscene amounts compared to primary teachers. So the power loving types gravitate to that all the time.

In our country some professors illegaly got extra money that firefighters, policemen and such people get for always being ready to do their job. And they reason to get that money was that they were always ready for a student to call them in middle of the night.

Just recently they passed laws making difficult for teachers to retire. Trying to cut off their access to any kind of retirement financial resources they might have because they're "state property" and making it difficult for them to get re-hired.
