Most modems have restart commands from their interface you can log into. Routers, not usually. But it's usually the modem that needs the restart, not the router.

That's the default internal IP address assigned to a local network's modem and entering it into your browser should let you log into it.
Most modems have a restart command you can access through that

Routers are more difficult. Most have a unique login method. You'd have to look it up for your particular brand and model. They're not standardized like Modem logins
When your internet connection isn't working though, the problem usually is that the modem needs to be reset.
Someone who invents a modem firmware that auomatically resets it after a configurable period of time would be a hero.
