The hand full of videos I made that did well, half of them were rejected for ads without any appeal system at the time.
Same justifications as well.
I think the best thing you can do is private a video, wait for ads to be approved, THEN un-private it. If it gets rejected reupload it and try again.
It's probably a mix of algorithms AND black lists tbh.
There is increasing demand for a YouTube replacement given google's behavior.
Free stuff doesn't exist. If you are not paying for a resource and you are using a service YOU are the resource.

Whether it is farming you for data for ad revenue from companies who wish to sell to you, or spooky subsidies from the government for investing in technologies, the users of such a service are used and legally bound to agree... You yourself might be the advertisement ("Hey guys hear about Protonmail?") and that is the resource I am fine with being... All others are shady but most people don't give a flying fuck, unfortunately.... Or at least that is the mentality that keeps these practices alive. If people don't talk about it and say they aren't ok with it they will all think they are alone in their opinions on it. Pretty sad imo

Im not surprised, they also recently changed their TOS and Developer TOS
Developer TOS sucks, now we all might have to make our own application terms of service before letting people use our bots
Because Discord will ban bots that log messages and user information

So i wont be surprised if one misreads the TOS and bans something that shouldn't be banned
