It’s actually a bit of a sad meme, the french navy.

In World War II, they had a bunch of really nice ships, and signed a treaty with Britain to either turn them over or scuttle them if Germany came knocking so that they wouldn’t be assets to the German war machine. Allo and behold, the British got too paranoid and crushed the fleet in port, rendering ships anywhere from combat ineffective to outright demolished.

The French repaired them as much as they possibly could, and most were ready to set sail as well, until Jerry invaded and fucked it all up. The French kept their word and scuttled the ships, but that meant the ships spent the entirety of World War Two on the floor of the port.
