The publisher made the game epic exclusive, it was announced as sneaky as with other games and because it is Private Division which is subsidiary to Take Two these are the kind of publishers that are always hungry for money (and they care very little for the products their devs are making). There were some hints that devs were adding steam achievements before the news dropped which was a sign that devs were not even warned about such change and this means Private Division kept the time as long as possible to get the best deal from epic. As Obsidian is a Microsoft dev studio now the game will be on MS store at launch, which is funny because no matter what contract epic had they didn't dare to go against Microsoft and keep complete exclusivity.
