The problem is that these elites don’t spend money on competent militias

They only pay for as much as they need to

They pay the bare necessity

And take as much profit they can

the problem is, theres not enough trained soldiers to make it be worth a damn in the area

and to get them *competent*, it takes years of training

the thing with child soldiers is that they hook them up on drugs to make them *relatively* fearless, there's a fast growing recruitment pool, you dont need to pay them, and they're forced to be loyal on pain of gangrape, beatings, or death. it also fucks with the morale of the enemy. a ton of the forces with child soldiers would be **way smaller** if they couldnt recruit em, but the existence of small arms makes it a reality
