The problem isn't the regional government it's the fact that the federal government who is actually in the position to try to do something has unfathomably high standards for what constitutes a regional monopoly and unfathomably low ceiling on fines they can levy for flagrant anticompetitive behavior.
you cannot get a different provider because the regional government makes deals only with certain companies
if they get caught cutting cables then they should be punished for it if its illegal

If Comcast is cutting the cables of its competitors, the solution isn’t regulation, the solution is criminal justice.
And the companies that had their cables cut should sue the shit out of them. The punitive damages they’d take for doing this would be astronomical.
