To me the point of immigration is to create more Americans and that means assimilation. Currently we legally make Americans (naturalized citizens) at a rate of about 600K/Y which is easily assimilated. It is the addition of all those illegal migrants that puts us beyond the threshold. Well that and programs that manufacture ethnic ghettos without the proper incentives for immigration (what I like to call the European model) such as we've seen with the Somalis in Minnesota.

I think something like Trump's SOTA proposal would work. Exchange DACA for border control. That's a large chunk to assimilate but if we are only adding to it at a rate of 600K (for proportion we were at about a million in the Gilded Age with a much smaller pop) the situation is recoverable.
