Little late but the "gay reparations tax bill" is in relation to having a state-recognized gay marriage prior to the tax code being amended to allow for spousal joint filing.
And it's literally just a refund of the amount that you would have had refunded for a joint filing had you been allowed to, because technically they should have allowed it in the first place
When I first found this a friend and I joked that we should totally just claim to be a gay couple for the free gibs until we noticed we'd both actually need documents and they'd need to be forged.
