A big chunk of China's real estate market is basically a Cargo Cult. They build office buildings and highrises, expecting that they will at some point be used. Construction firms get big kickbacks for doing this, and trade essentially hollow, often poorly constructed buildings back and forth.
there's a lot of demand, but most of the demand is speculative
because they assume they can somehow get millions of people to spontaneously move into the office and tech sectors if they have the infrastructure for it, without regard for the individual needs, or capabilities of that population
It's a big consequence of so much of their economy being planned, rather than reacting to demand and price signals naturally
