If the populace are very entrepreneurial then the system can flourish
Wow, must be like out populace then.
And it's not under strict conditions, The Free Market has worked successfully for a long time, However the modern world has led to a populace that is less willing to set up businesses which has led to our system changing from a big competition between small businesses into a society centred around a few big businesses

No, I would say that it can work however only with reforms to our current policy
And it is working currently

So we need to radically change the way our people work / think?
We need a system that encourages people to set up businesses and creates a culture of entrepreneurship while also making it more difficult for big businesses to dominate entire industries

Why haven't they worked then?
Because we are all very atomised at the moment and not getting a whole lot done to fix our communities and help the vulnerable.

The Tax Breaks haven't worked because the reason people aren't setting up businesses is not necessarily because they can't afford to although that will the case sometimes but largely because of the culture we live in, Our current culture no longer inclines people to attempt to set up businesses which i would argue is the larger reason
Now when it comes to stopping businesses from domination entire industries i am not calling for State Regulation to prevent it i am calling for a larger emphasis and encouragement being placed on people to not use those particular businesses
Now part of it can be assisted through the State such as higher taxes but i don't think the State should be involved in it often

So how do we "encourage people to setup businesses"
It works when there on other viable businesses to use, Look at Social Media for instance while there are competitors to Twitter and Facebook like Gab for instance most of those competitors have been demonised by the press that has led to many people fearing that it would be culturally inappropriate to use them, We need to flip that culture around and actively encourage people to use these alternatives to big businesses

People can say what they like. Freedom of speech and press.
Yes to an extent which is why we need to place further emphasis on the populace to ensure that wider culture is not affected as much by the Press
