A lot of conservatives don't want a no-deal Brexit because it will be fucking horrible for the economy (Which they put shit loads of effort into boosting). But they do want more control, meaning they do want Brexit. So they found a middle ground by having a 'soft Brexit' where they vote for a Deal so there's less damage to the economy
Any deal beneficial to the UK would simply be rejected
Partially because the prime minister has had his hands tied in the negotiation process
