Doesn't seem like there's any particular way to apply military force here.
Sure the US could JDAM some cartel bigwigs, but their lieutenants will rise up and take their places before too long.
To have any hope of significantly disrupting the structure of the cartels you'd need to have boots on the ground doing what is essentially counter-insurgency work like in Afghanistan or Iraq.
And those aren't exactly glowing successes to emulate.
From a logistical standpoint it would be easier and cheaper, but on the other hand the fact that Mexico is right next door means that the enemy can easily strike back.
And the cartels already have a big presence in the US.

Another problem with using military force within Mexico is that the Mexican government still exists, as powerless, inept, and corrupt as it is.
Having to work through them would be ridiculous as they're corrupt on every level, from the lowliest federale to the president.

They'd leak every bit of intel you shared with them and disrupt every operation with their incompetence. Complete liability.
But you can't just ignore them either because despite being a violent impoverished crime-ridden shithole, the Mexicans are prideful to the point of sin.
There's really no half-measures here. Either we stay the hell out and build the wall higher and thicker, or conquer the place and administer it as a territory for the next century or however long it takes to civilize them.
It's remarkably like Afghanistan, except sharing a border with us.
Maybe just annex a strip of land ~5 miles deep along the border and make a DMZ.
