Without the urgent scarcity and imminent threat narratives, folks are often unmotivated to confront parasitic behaviors, or to resist indulging in narcissistic displays of token charity. Basically, doing things which allow them to indulge the fantasy that they are morally virtuous is like a kind of drug, and doing things which, within the context of their peer group, could be construed as morally "unfashionable" threatens that self-image, that pleasant lie, and so they will continue to do it until they can no longer afford to.
