The Royal Navy was orientated for Sub hunting during the cold war
Argubly they weren't a "reliable partner" when it comes to surface warfare.
Due to NATO requirements, they didn't go down that route...
Reliable as in you make the other state feel as though they can trust you that you that the next government won't just leave you on a whim.
Israel is reliable in this sense.

Cold war has been over for decades. Who has a military and works with us now? UK is on that list. Pretty sure Poland is as well.
