We already have the basical application process to get into the commonwealth

You would simply expand that with more stringent requirement to become a UK territory

It's not massively controversial, since it isn't about force projection and subjugation

I was not aware the USA had a territory applying system

I by apply if you meet requirements, I don't believe there is like an online form to fill it sorta thing
