Hello and welcome to the zany adventures of good ol Uncle Joe. on today's epidsode : The adventures in the stan states
One day unlce joe was looking at the map of the USSR and he had an idea
uncle joe: " what if I just dam up both the rivers that feed the Aral sea, then we could irrigate the area around it and produce lots of cotton. oh what a smart man I am"
Uncle joe forgetting that the aral sea produced much of the USSR's fish supply and kept the local climate from becoming a desert
but who cares a gotta love some cotton
so once the rivers were dammed and the cotton was growing someone noticed that the sea was evaporating. and it kept on evaporating.
Now by this time uncle joe has rocked up to the pearly gates so he didn't know
but quite soon all the water disappeared and the fish died.
and once the lake was gone the area got hotter. MUCH hotter
almost like a desert ( cough cough )
now once the ares
area
was a desert someone noticed that the sandstorms and hot environment was killing all the cotton plants
so in the end the sea dried up, the area around ruined, the fish are all dead and all the cotton is gone
but hey just another day in the crazy adventures of Uncle Joe
the later parts only happened in the late 80s under economic liberalization
who made the decisions to dam up the rivers. wasn't Gorbachev

which was 100% caused by the soviets
Plus it wasnt the leaders who made these decisions
It was the commissions for planning construction agriculture etc that made the decision
they gave the orders. they did this. whatever party apparatchik did this they were an arm of the soviets

whatever office did this the soviets were centralized. they could have overruled this but they didn't
