You might think that 'basic human impulse' is stronger than any future evolution to modify it, but I am not sure on what basis you can make such a broad claim. Humans can improve themselves, they are rational creatures. But I have no investment in convincing you anything. Just stating what Communists broadly assert, and the basis of their ideas.
