The Freedoms he did want tho were the right to own property for any Roman citizen, especially his veterans that had fought so hard for him.

Caesar wasn't pro freedom in the modern Euro-Centric version of it, but would've been for his time. The plebs in Rome were for far too long in debt to the richer families, even during his time and despite several reforms they still held most land. But Caesar wanted those family lands to be spilt up and given to the plebs for their service in Rome.
