Yes they are but animals are on a different level, plants don’t take free will actions. God breathed life into us and he have them life too. THE defining factor between us and all other creation is that we are created in God’s image. Free will isn’t necessarily included as part of God’s image, He may have given it to all animals humans and angels. What sets us apart is something else
