WA over all is not the cheapest state, states like Idaho are much cheaper but also have harsher climate

Not really. It rains often enough and there are quite a few rivers and streams
It's primarily used for livestock though
But its definitely covered on the natural barriers aspect
im looking at pictures and it looks like its mostly prairie
