so the enabling factor on valve's end is literally the simple ability to trade skins with other players
you can trade/gift cool jpegs with other steam users
every other piece of this vile evil you want to regulate is 3rd party and valve has no control over it

If they are mated with microtrasactions, they are close to gambling. If money can be made off of the contents, it's certainly gambling.
